Delivered before a joint sitting of Parliament, the speech balanced optimism with stern warnings for institutions failing in their duties.
Ramaphosa emphasized that the government is entering a “turning point” in its governance, promising stronger interventions in crime, infrastructure, and public service delivery.
Deployment of the SANDF
Addressing the growing threat of organized crime, Ramaphosa announced military support for law enforcement in high-risk areas. He stated: We will deploy the SANDF to assist the police in gang-affected communities and to strengthen our fight against organized crime.
Water Crisis and Municipal Accountability
Water infrastructure failures took center stage in his address. Ramaphosa revealed that dozens of municipalities face legal consequences for neglecting their responsibilities. He said: Fifty-six municipalities now face court action over their failure to provide clean and reliable water services.
To ensure oversight, Ramaphosa announced his personal involvement: I will chair the new intergovernmental committee tasked with resolving the water crisis and ensuring compliance with constitutional obligations.
Agriculture and Animal Health
Turning to agriculture, Ramaphosa addressed the devastating impact of livestock diseases. He confirmed the rollout of vaccines to protect farmers’ livelihoods: We are rolling out vaccines against foot and mouth disease to safeguard our agricultural sector and secure food supply chains.
Digital Transformation
Ramaphosa highlighted the modernization of public services through technology. He said: We are introducing digital IDs and expanding e-government platforms to make services more accessible, efficient, and secure.
Employment and Immigration Enforcement
On labor practices, Ramaphosa issued a stern warning to employers exploiting vulnerable workers. He stated: We will arrest employees who knowingly hire illegal foreigners, as this undermines our labor market and violates the law.
A Message of Renewal
While acknowledging persistent challenges, Ramaphosa insisted that South Africa is stronger than it was a year ago. He urged citizens to see the current moment as a pivot away from decline: We are leaving behind an era of decay and moving into an era of renewal.
